It's because ONTD got so big they decided to move it to their own servers, and they announced this. It's done now, so LJ is back up
Except none of that is true. (http://community.livejournal.com/lj_maintenance/128204.html) What happened today was nothing more than a patch push, and it took the whole thing down. They aren't moving ONTD until tomorrow, and they estimate it will take twelve hours. They've also finally owned up to the fact that the problem *isn't* ONTD; they flat-out state in the most recent post that moving ONTD might alleviate some trouble, but that livejournal's problems are systemic: code, architecture, and hardware.
I've been on LJ a long time, and, like you, I have a DW account that I haven't used much at all. Now that livejournal's posted what I've long suspected was the truth (and did so on Take Out the Trash Day)--that the whole thing is a mess from the bottom up--it seems to me like now's a good time to start packing up.
